Display screen tabs on the view issue screen even if they contain no content

Steps to reproduce:

• Create a screen with two tabs: "Field Tab" and "Tab 2"
• On the "Field Tab", leave all the default JIRA fields and add one custom field
• On "Tab 2", add another custom field

If you fill the custom fields on both tabs, both tabs will be displayed on the "View Issue Screen", however, if you leave the custom fields empty on one of the tabs, no tabs are displayed, and the custom field will be placed on the Details section of the View Issue Screen.
