The tab ordering within Issue Navigator is incorrect

The tab ordering is incorrect

Issue 1: When I am in the context of a criteria, tab ordering should start that where I have focus instead today tab ordering begins at the start of the page Will not Fix as it causes problems with users being unable to use shortcuts on page load and instead have to click esc or unfocus the query.

Issue 2: When I tab into each filter in favourite filter, we take to the menu for that filter instead of to the filter itself. We should first tab to the filter and then to the menu for that filter Confirmed fixed by Eric and Penny

Issue 3: When tabbing over to the share, tools and views functionality we tab first to Share and then to permalink. From a screenreader perspective, we should tab first to the perma link and then to the share functionality We don't have permalink any longer.

Issue 4: When a searcher is open and you click tab on the last tabbable element in the searcher the searcher should be closed and the clause button focused again. Should also do the same when shift tabbing on the first element.
