'Create Issue' shortcuts clashes 'View Issue' for Spanish translation

In Spanish Language pack 'Incidencias' and 'Nueva Incidencia' has the same shortcut (accesskey="i" for both of them").

Result:

• When user tries to use Alt+I in IE10 or Alt+Shift+I in FireFox 'Incidencias' is selected. There is no localized shortcut to 'Create Issue'

Expected Result:

• There is a dedicated shortcut for Spanish Language pack, (e.g. Alt+<KEY>).
• The <KEY> is one of letters from phrase 'Nueva Incidencia'.
• The Correspondent shortcut-letter is highlighted in the 'Nueva Incidencia' link.
• Pressing the combination of Alt+<KEY> activates 'Create Issue' screen.
