Labels-Searcher doesn't work properly

    Description

      I have a custom field "Layout Template" (Type Label) with the search template "Labels-Searcher".

      This field shows very strange behavior when filtering Issues:

      project=Icore

      => 2534 Results

      project=Icore AND ("Layout Template" != HTML-Relaunch-Siemens OR  "Layout Template" = HTML-Relaunch-Siemens OR  "Layout Template" is NULL)

      => 2507 Results

      project=Icore AND NOT ("Layout Template" != HTML-Relaunch-Siemens OR  "Layout Template" = HTML-Relaunch-Siemens OR  "Layout Template" is NULL)

      => No matching Issues

      So some Issues are Lost if the Labels-Searcher is used in JQL.
