From JRA-31296 (duplicate):
"Currently it's only possible to import an OnDemand export during JIRA's initial setup wizard.
This request is for the ability to import an OnDemand export using JIRA's restore from backup feature ( aka JIRA has existing data -> admin -> restore )"
