JIRA 5.2.1 Installer Service is NOT created in case of upgrade

    Description

      I've tried to installed JIRA 5.1.3 with the windows installer, the service is correctly created, but when using the installer to upgrade to 5.2.1, the service is not created after the procedure is done.
