This idea comes from a dedicated JIRA admin:
The feature that we would think could be useful (for example for the upcoming Jira Archiver plugin) that somehow detect inactive project better. For example a page in Jira Archiver "Suggestions of Projects for Archival" and that would list projects that have not had any activity (creations, comments, updates) for > 1y.
This would help the admins to see which projects are inactive and probably items for archival.

Starting from Jira 7.11 project list displays the last time issue was created or updated in every project.This way you can assess which projects are actively used and which are not.
From Jira 8.1 you can sort by the date of last update to project issues which will help with finding the least used projects.
We believe that these functionalities will help you find inactive projects and properly manage them.
