Impossible to adjust remaining work estimate

It is not possible to modify the remaining work estimate using the Log Work dialog without entering something in the Time Spent field at the same time. One could do this using the edit issue dialog, but users having work logging permission do not have necessarily edit issue permission. In addition, edit issue is unavailable for closed issues.
