Jelly Service Not Running When Output File is Empty or Does Not Exist

Step to reproduce:

1. create a Jelly Script
2. create a Jelly Service leaving the Output File section empty:
   

To ensure the Jelly service to run, specify the the output file explicitly. The output file must exist in the specified location.
