Empty 'JIRA Users' global permissions blocks some JIRA operations

      Configure JIRA's global permissions as such:

      JIRA System Administrators = system-administrators
      JIRA Administrators = system-administrators
      JIRA Users = <EMPTY>
      Browse Users = system-administrators
      Create Shared Objects = system-administrators
      Manage Group Filter Subscriptions = system-administrators
      Bulk Change = system-administrators

      Reindex JIRA so that it properly sets all permissions. Now try to create a new dashboard or saved filter. Now notice that it asks you to log in, even though you are already logged in. Try again and you'll get challenged again.
