    Description

      NOTE: This bug report is for JIRA Server. Using JIRA Cloud? See the corresponding bug report.

      Currently no max value is set when retrieving the list of assignable users, so the max defaults to 50. This should be raised to a higher number so we can more closely reflect the old behaviour. 1000 is the maximum max, so let's try that.

      There may be a performance impact on some systems.
