Inline Edit does not respect the field configuration when 'Description' field is hidden for a project.

    Description

      Ensure 'Inline Edit' is ON
      1. As an 'JIRA Admin', modify the field configuration of a project.
      2. Hide the 'Description' field.
      3. View the issue for that Project, Description panel shows up.

      *Though the description field shows up, suggesting 'Click to add description', it is not editable.

      Turn off 'Inline Edit'.
      5. View the same issue again, notice that Description panel is not seen.
