Issue Collector breaks if the user creating it doesn't have project administrator privileges for the project it's being created in

Steps to reproduce:

• Create an example project, remove everything from the "Administrators" project role.
• Create an issue collector in that project.
• Try to edit the issue collector after saving it, and you'll get a page with nothing but a warning saying "Errors".
• If you go into the "Issue Collectors" overview in JIRA's main admin screen, it claims there's no collectors created.
