      NOTE: This suggestion is for JIRA Server. Using JIRA Cloud? See the corresponding suggestion.

      Leap Second which occurs about 2 weeks ago had caused a lot of users facing outage in JIRA(linux/unix server) and was unable to startup. One of the solution is to resolve this problem is reboot the machine.

      Thus, a solution should be invent in order to avoid such issue to happen for the end user again at the last day of June and December.
