'Description' text on the issue screen is not internationalizable, when issue has no description

See screenshot. While working on InProduct translation I have noticed that the 'Description' text and the 'Click to add description' help message is not ornamented with a lightning bolt. This is because it never passes through i18nHelperBean, instead it is directly put on a page in English.
