Improve IE8 initial-page performance

Initial approach: Doing better (context) batching in Kick-Ass

• As per ian's post https://extranet.atlassian.com/display/~igrunert/2012/06/04/Plugin+web+resource+batching+-+contexts+the+way+to+go
• Probably sufficient to put KA's inline edit resources into the view-issue context. Which would mean:
  • removing the requireResource for "com.atlassian.jira.jira-issue-nav-plugin:standalone-issue" in ViewIssue.java in trunk
  • however, look at the associated if statements there – could be complicated.
  • putting "com.atlassian.jira.jira-issue-nav-plugin:standalone-issue" into the "jira.view.issue" context
• MUST be mindful of how this impacts what gets batched where, and ordering. Spud to review.
• MUST do before/after performance testing to see if it actually makes a difference

(as per discussion with slade/nick/spud, this will probably go into the bugfix pile between RC2 and RC3 of 5.1)
