Remote Issue Link to Confluence tells me "You do not have permission to view this page" but this is not true

      Observed on https://jira.atlassian.com/browse/JRA-26083

      The two wiki links tell me "You do not have permission to view this page"
      But when I click on the link, it works fine.

      Furthermore, when I remove my Confluence OAuth tokens it continues to have the same message, not anything about "login and approve".
