Workflow changes not shown in Workflow Designer (Diagram button)

Steps to reproduce:

• Create new project
• Note that it is associated with the default workflow
• Edit the default workflow (the system copies it to a new one for you)
• Make changes to the workflow from the text view (e.g. remove all transitions to In Progress status)
• Publish the workflow
• Check the Diagram (Workflow Designer View); you should not see your changes
• Edit the workflow; you should see your changes
• Discard the draft; you should not see the changes
• Edit and save the draft; you should not see the changes
• Download as XML; your changes are in there

Note:
If you have an issue in In Progress status (and then you edit your workflow) you will indeed see that you cannot transition it. So the workflow is actually active, you just do not see your changes in the diagram. Other than that, the workflow seems to work just fine.
