Users often create QA/Test servers and use the data from their production instance using the XML export feature. When this is done, the XML file contains all the data for their mail server and mail services. If the user is not aware that they need to disable mail, they can create a JIRA instance which is scanning the same mailboxes that the production server is scanning, and will send out notifications with (usually) incorrect issue keys (since the prod and Test server are usually not completely synced).
To try to avoid this, we should have an option on the XML Restore page to enable/disable all mail services (perhaps "Incoming Mail" and "Outgoing Mail") to allow users to disable services before they have a chance of being run after the restore is completed.
