      We recently created a number of "dummy" users to represent our groups, as described here:

      http://confluence.atlassian.com/display/JIRA/How+do+I+assign+issues+to+multiple+users

      What the documentation doesn't make apparent, however, is that these users must be granted "JIRA Users" permission in order to receive emails, thus contributing toward the license limit. It should be possible to send emails to users without this permission.
