      Steps to reproduce:

      • Take an inactive workflow
      • Delete a step
      • Associate it with a WF scheme
      • Associate the WF Scheme with a project
      • View the workflow diagram from the project context
      • The step you deleted is still in the diagram

      (Also happens on the 'View Workflow' link on the View issue page.
