With the original workflow editor you can change the initial status as described at http://confluence.atlassian.com/display/JIRA/Configuring+the+Initial+Status
This appears to still work.

However the workflow designer does not let you do this. Seems like a regression failure to me, but if it's a deliberate choice then please would someone update the documentation to make the new limitation more obvious.
