Changing project/issuetype in Quick Create should disable ALL fields

If I change the project or issue type fields I can still adjust my selection while waiting for the request to come back. This can cause strange interactions to occur.

For example if I change the issue type and then try and open the issue type dropdown again it is hidden unexpectedly when the request returns.

All fields should be disabled when

1. Submitting form (In quick edit also)
2. Changing project
3. Changing issue type
