The stalker implementation in JIRA's viewissue web-resource breaks pageup and pagedown in the absence of an element matching #stalker.stalker

This bites GreenHopper, as we depend on viewissue to get the issue actions in our detail view.

The stalker implementation should be altered to not call event.preventDefault when there is no stalker found.

This may effect other plugins too.
