Issue Type momentarily switches back to default when changing projects in Quick Create

1) Bring up Quick Create in any browser.
2) Switch the issue type to something not the default.
3) Change the project.

The issue type switches back to the default for a noticeable period (1/2 second in FF10 on a local instance, longer in older browsers and slower instances).

This is a regression caused by the fix for JRA-27029, it never used to do this.
