Searches fail to return issues that have User Custom Field Value based permissions when the user name is in upper or mixed case.

If you log in as a user with a mixed case name such as UpperLowerName and have permission to view an issue because of a User Custom Field permission, then although you can see the issue by going to it directly, e.g. /browse/ISS-1234, you will not see it in the search results when you run a query like "PROJECT = ISS" =r "KEY = ISS-1234"
