Cannot change password on Internal Users with Global setting "External User Management = true"

    Description

      Allowing more fine-grained control of password management was supposed to be addressed, but it seems the current logic has a flaw:

      If the system still sets "External User Management = true" this will mean that passwords are not editable even for users in the Internal Directory.
