missing option to create the first project

1. Setup a brand new system.
2. Navigate to gg > Projects. Where the following message is displayed:

   You do not have the permissions to administer any projects, or there are none created.
   

   

Expected: There should be a link to AddProject!default.jspa allowing users to create the first project.

Workaround: Use link displayed in the Induction gadget in the default dashboard.
