jira.websudo.is.disabled = true doesn't work

      I've managed to reproduce the problem using Jira4.4.1 standalone zip version
      Just unpacked, added home folder in jira-app.properies, created your jira-config.properties file and put :

      jira.websudo.is.disabled = true

      in it as requested by http://confluence.atlassian.com/display/JIRA/Configuring+Secure+Administrator+Sessions

      but the admin login screen appears always
