When creating a new user, the new account is added to all groups with the jira-use permission. When there are nested groups this included any child groups of a group with that permission. This has 2 undesirable effects:

• The user is added to groups that may give the user unintended permissions
• The user is added redundantly to many child groups unnecessarily.
