Steps:
1. Login to JIRA.
2. In the administration, go to "General Configuration".
3. Set the "Allow users to vote on issues" to "off".
4. Check activity stream for any issue where user is not reporter.

Result:
1. The "Vote" link is still there. Clicking on that gives "An unknown error occurred while voting."
