this library has restricted license - cannot be used for military use. We don't want JIRA to have such limitation.
By decision of Scott, JML and Paul we are to replace it with a library which does not have such license restrictions.

Update: we have a written permission from mindprod CSV parser author to use it in JIRA without inheriting the license limitations (no-military use only would not apply then).
We are talking to a customer whose legal department expressed some doubts about it. If the situation is fully clarified, we may end up restoring CSV mindprod back to JIRA.
