SOAP search service should have hard limit on results

    Description

      The soap service has no limit on the size of its results. This causes JAC to crash sometimes when people naively search for all issues. We already have some configuration in place to limit the number of results returned. We should have SOAP either respect that (good) or respect some other new config setting (not as good).
