The edit pencil next to scheme names in new edit pages is ambiguous

None of the 3 'edit' icons on this screen will actually let me edit the notifications? Is there going to be an 'add notification' or 'edit notifications' options from within here before 4.4 comes out?

We need to look at clarifying how you edit the content within a scheme and how you associate a project with a different scheme, for all the project pages that are about schemes.
