We have an enhancement request for the way the ability to subscribe other users or groups to filters is currently handled.

At the moment, you need to give Manage Group Filter Subscriptions permission to any user that needs to be able to subscribe other users or groups to a filter. This is unsuitable for enterprise environments.

Giving this permission allows the user to subscribe any group to a filter, not just groups he is a member of. It also allows him to delete any filter subscription, not just ones he created.
