You should not be able to disable the "Atlassian JIRA - Plugins - Project Config Plugin"

Currently in the UPM you can disable (we provide a button to do so) the "Atlassian JIRA - Plugins - Project Config Plugin" plugin. As this is essential to administering a system we should not provide this option
