When only one more workflow option is available, don't hide it under the "Workflows" drop-down list

      NOTE: This suggestion is for JIRA Server. Using JIRA Cloud? See the corresponding suggestion.

      This is a pointless menu, donchathink? It just makes needless work. If there's only one option, don't make a drop-down.

      Bonus points if you also make how many buttons show up a UI-settable option, instead of making me dig into the xml within the install directory!
