We have several dozen users who are granted project administrator permissions in our JIRA instance. It would be useful to be able to push out announcements to only this group about changes to our JIRA instance which affect privileged users but do not affect ordinary users. One way to implement this would be to add the option to restrict the announcement banner visibility to a specific group or project role. Another way would be to implement a separate announcement banner that appears only when a user clicks on the "Administration" tab.
