Comment search returns empty result when issue security level is restricted to Reporter and/or Current Assignee even if the search performer (logged in user) is the Reporter (or Current Assignee)

Steps to reproduce:

1. Start JIRA
2. Create a new project
3. Create a new issue with qwert as a summary
4. Add a comment with text asdf
5. Execute this query with the same user who created the issue: comment ~ asdf
6. We can find the issue
7. Create a new restricted Security Scheme to reporter
8. Assign it to all issues in the project
9. Try to execute the query again. In this point we don't see this issue
10. Try execute this query: sumary ~ qwert
11. And now we can see the issue

• When you edit the security level assigned to the issue to include Current Assignee, same behavior happens, even if you are logged in with the current assignee user.
• When you edit the security level assigned to the issue to include Single User, or Project Lead, the search works as expected.
• The bug affects all JIRA versions above 4.0 (including minor releases)
