UPM doesn't get enabled on upgrade to 4.3

Steps:

1. Install and disable UPM in JIRA system running any release prior to 4.3
2. Upgrade to JIRA 4.3
   Note, there isn't any warning/error returned in the log file during the upgrade process
   In the JIRA admin the link to Plugins is missing
