Performance issues when configuring issue navigator columns with lots of custom fields

We introduced a change in JIRA 4.2 that causes the getText() method (responsible for looking up i18nsations) to retrieve all columns every single time. If you have an instance with a lot of custom fields that means a ton of permission checks for every single time we lookup i18n keys.

We should cache the results of retrieving the list of columns a user can add.
