When upgrading plugins that provide plugin points, the clients don't come up properly

When plugin A provides a module type and another plugin B consumes that module type, if plugin A is upgraded, B may or may not come up properly.

This bug is impacts all plugins that provide module types including Speakeasy, Activity Streams, Active Objects, and ALM. It needs to be fixed for Speakeasy's release in Codegeist.
