History status search for renamed statuses does not work on Oracle/MSSQL DB

Basically this says that fix JRADEV-4192 does not work on Oracle and MSSQL databases. Reason: DefaultChangeHistoryManager.findAllPossibleValues generates a query over columns of ChangeItem table assuming they are some kind of strings. In the above DBs the 'extremely-long' type translates to LOB-like types that do not support 'DISTINCT' filter.
