User database upgrade for existing LDAP customers is broken

    Description

      During upgrade to v4.3-rc1, the users will be created in the Internal Directory instead of the "Internal with LDAP Authentication" Directory.

      This means that JIRA will attempt to authenticate them locally instead of authenticating against LDAP.
