Order of E-mail notifications (sent from queue)

One problem that I can't find a solution for is e-mail notifications.
E-mail are stored in a Queue before sending.

So when you have a lot of changes for one issue that go like this:
1. Start (first)
2. Comment (second)
3. Resolve (last)

(It sometimes happens within one minute, which is minimum delay for Mail Queue)

I will get e-mail in order: Resolve (first), Comment (second), Start (last)
In that case on top of my e-mail will be the "Start" notification. This can be confusing, as order of e-mail is reverse...

E-mail should be sent in "First In First Out" order, not "Last In First Out".
