Create issues from e-mail fails to check the permission scheme

The CreateOrComment handler is failing to check some permissions associated with JIRA Projects.

If you have a project with a Permission Scheme that prevents a user to attach a file into an issue. And you have a CreateOrComment handler, when the user sends a mail with one or more files, the issue gets created and the files attached.

I was able to reproduce it on JIRA 4.0.1 and JIRA 4.2.
