Description
When there are a large number of components defined for a project the Component/s dropdown of the Create Issue dialog "falls off the page". That is, part of it is outside the viewable browser area. A natural thing to do is to try to scroll the page using the browser's vertical scrollbar. However, in IE (IE7 in my case at least) scrolling the browser's scrollbar causes the Components dropdown to disappear.
Expected behavior: Scrolling with browser's scrollbar changes the browser's viewport without changing the content of the displayed page. Specifically the Component dropdown should remain visible.
Observed behavior: Scrolling with IE7's scrollbar makes the Component dropdown disappear.
Steps to reproduce: Using IE7, login to http://jira.atlassian.com and create an issue. Expand the Components dropdown and attempt to scroll using the browser's vertical scrollbar.
