Several dialogs do not have correct focus when errors occur under IE

Link issue dialog does not have correct focus when errors occur under IE.

1. Goto an issue.
2. Try to link to an invalid key. You should get an error.
3. Now try to tab into the key field.

You will be tabbing through the menu.
