FC: Slow connections -> throbbers?

Noticing over VPN that the FC's are taking a few seconds to draw.

The potentially confusing thing is that the help text appears first, right next to the label, and then the FC's draw in and the form reflows.

Might reflect some polish if we put a throbber in there with the correct scrollHeight:
a) lets people know something is still loading/drawing
b) stops the form from jumping around when the FCs finally appear.
