"Viewable by" dropdown position in dialog is not retaining its position and also srolling up and down moves the view issue page in background

Check the attached video. The issue is there in all browsers. Would be really interested to know for how long this is been around.

In form like edit issue form, pressing enter to view the "viewable by" entries, shift user focus on top of the page.
